Constitution of the Republic of Independent Systems

Article I
  • The Republic shall by governed by two branches holding executive and legislative powers respectively. The Executive Powers shall be held in the office of the President of the Republic of Independent Systems. The Legislative Powers shall be held by a Senate composed of 2 representatives chosen from each member System.
  • The Senate's member-representatives shall be chosen by local law by each member system as they see fit so long as no more and no less than two Senators from each system are chosen.
  • The President of the Republic of Independent Systems shall be elected by the Senate.
    Article II
  • The Senate shall, from among its own members, have a "Senate Leader" who shall organize and run all debate and procedure within the Senate pertaining to the maintenance of a productive environment including respect for the views and opinions of all member Senators, and their rights to speak freely and have their opinions heard.
  • The Senate Leader shall not be deprived of his/her/its vote as a Senator in the Senate.
  • The Senate shall control 5/6 of the total military of the Republic of Independent Systems (not including local militia of member systems).
  • The Senate shall have the right to legislate bills, ratify treaties, levy taxes on its member systems so long as such taxes apply to all member systems equally.
  • The Senate may authorize the Jedi Council to impeach and pass binding judgment upon the President of the Republic of Independant Systems and/or the actions of the President of Indpendant Systems by 3/4 vote.
  • The term served by a Senator shall not exceed nor by less than 6 standard years save by the death or voluntary retirement of said Senator, or by election to the station of President of the Republic of Indpendent Systems. The election and/or appointing of a Senator from a member-system shall occur in a staggered fashion such that every three years a senator shall come up for re-appointation provided that he/she/it has served its full 6 year term.
    Article III
  • The President of the Republic of Independent Systems shall appoint the Leader of the Senate by any means that the President sees fit.
  • The President shall control directly 1/6 of the total military of the Republic of Independent Systems (total not including member-system militia); and shall require the approval of the Senate to mobilize and direct the remaining 5/6. The President is the central and top military authority of the Republic Armed Forces, but shall not be an active member thereof.
  • The President is hereby granted Executive Powers including but not limited to: the right to sign, make, and break treaties ratified by the Senate, the right to raise and maintain an Armed Forces, known collectively as the Republic Armed Forces, for the defense of the Republic and its member systems, the right to propose bills to the Senate which may be ratified by said body, the right to sign bills into law.
  • The term of the President of the Republic of Independent Systems shall not be less than nor exceed 5 standard years.
    Article IV
    There shall be no limit to the number of terms a Senator or President may serve. No Member of the Jedi Council may serve as the President or as a Senator so long as they sit on the Jedi Council. No Senator may also be President consecutive with their Senate term.
    Article V
    Member Systems may have the right to raise and maintain a local militia.
    Article VI
    Each System, by ratifying this Constitution and becoming a member of the Republic of Indpenedent Systems, is bound by this document to respect the Sovereignty of the other Member Systems of the Republic of Independent Systems.
    Amendment I
  • The Senate shall ratify no bill, nor the President sign into law any bill whose contents in any way prohibit the free expression of ideas within the bounds of the Republic with the exception of cases where said expression would bring harm to other sentients or to the environments within which such ideas are expressed.
  • Furthermore, the Senate and the President of the Republic of Independent Systems shall show reverance and respect for the cultures of its member systems in that they shall neither ratify nor sign into law any bill prohibiting the expression of the Cultures and Cultural Practices of the member systems of the Republic of Independent Systems.
    Amendment II
  • The Government of the Republic of Independent Systems shall not own nor operate any business or other enterprise engaged in the economy of the Republic of Independent Systems, but shall have the right to regulate and tax any business entity or enterprise which operates within the economy of the Republic of Independent Systems.
  • This amendment shall NOT apply to the ownership nor operation of banks, insurance businesses, and the Treasury of the Republic of Indpendent Systems.
    Amendment III
  • The Senate shall ratify no bill, nor the President sign into law any bill whose contents in any way prohibit the practices of the Jedi Order, including the right to erect and maintain Temples, recruit Force-Sensitives for training, and carry and operate a lightsaber so long as the practices of the Jedi do not interfere with the operations of the Government of the Republic of Independent Systems.
  • Where such actions taken by a member of the Jedi Order, or by the Jedi Order as a whole, interfere with or influence the government of a system that is recognized as a member of the Republic of Independent Systems, and should such actions cause the member-government in question to file a complaint with the Senate of the Republic of Independent Systems, then the Jedi in question, or the Order as a whole, will be subject to a judicial review by the Senate wherein such review shall limit its scope solely to the items raised in the official complaint.
  • A Senate Judicial Review as it concerns the Jedi Order or a member thereof shall consist of a tribunal of five Senators wherein each senator on the review shall not share representation of a system with any other senator on the review. Furthermore, the senators from the system who raised the complaint against the Jedi in question or the Jedi Order is hereby barred from having representatives on the Judicial Review concerning that complaint.
